At the end of the run of Naruto Shippuden, Sasuke notes [that] Amaterasu was reduced to a distraction against Naruto since he could always invoke a chakra cloak to protect himself. Amaterasu, pretty much, keeps being OP against everyone else in the entire shinobi world.
Rasengan used to be an ability who could maul anyone on touch as well. Heck, not even an Otsutsuki would resist a (sort of) weakened version of it. Why on earth has rasengan become so useless against everyone else??

Dude ofc you would spam rasengans, that's the point!! It's an OP technique, not even having beforehand knowledge of it could prepare you to fight it, but it also got nerfed. Severely. And now it makes no sense to me why they nerfed it. It's like nerfing Saitama out of nowhere because he can't stop winning in one punch- the real crux was having Boruto learning an equivalent of rasen shuriken in 5 days without clone hax.
