Unironically because they understand that the point is context and emotions. A lot of male written ecchi, which can be considered its counterpart, tend to be almost "technical" drawing, with hot girls who lack actual eroticism.
Look at Bakemonogatari by Oh Great: hot girls (and boys), but they are just drawings, they aren't alive.

On the other hand, sometimes smut can go way too much into emotions and psychology territory, so the best mix is ecchi by a female mangaka in a shounen/seinen magazine.

Shoujo and josei are both female demographics. Shoujo is for teenage girls while josei is for older teen girls and adult women. Smut is a classification/tag used on western websites usually applied to works that fall under the teens love genre.
