With Goku, it's not so much that it's inconsistent or arbitrary, so much as it is that Toriyama's style just sort of changed over time. Like within any given arc, Goku had relatively consistent muscle mass, except for things like Kaioken being shown to beef him up in the Saiyan Saga (a concept that Toriyama seemed to have dropped after that).
With Saitama, yeah he does seem to have a different physique every time his muscles are shown.
It's also worth mentioning that "bodybuilder-esque aesthetics" changes over time. Pic related, for instance, is what you could expect in the 70s and 80s, as opposed to the freaks of nature that tend to show up on stage now. Arnie here isn't really that much different than what you'd see from a fighter in a higher weight class, and bodybuilders back then legitimately did have a very impressive level of strength (and often competed in powerlifting, as well).
