Why do people say Saruman is a "morally grey" character? Sure, he isn't truly a follower of sauron but he wanted the ring and rule over middle earth himself. Isn't that evil?

You could argue that he's """"""""morally grey"""""""" insofar as that he believed that industrialization and peace through force was the best way for the Istari to govern Middle Earth, but at no point does Tolkien ever present the character as morally justified or reasonable

he wasnt grey he was evil, but in lotr evil worked together, they served melkor and sauron and Saruman was more independent, he only pretrnded to help Sauron so he was evil but not melkor evil
