Technically yes but Robert didn't know Joffrey was a bastard, he wouldn't have kept him as heir otherwise. Viserys kept Rhaenyra as heir even after he had sons, there wasn't anything hidden there. Also, Targs are special, Baelon was made king because Jaehaerys picked him.

That's exactly what happened in the book, there was no "Rhaenyra gets to choose from many suitors" plot, they just vied for her hand anyway but Viserys made her marry Laenor.

Viserys should have named Aegon heir. Rhaenyra became as much unsuited as Daemon was when he replaced him as heir.

Targs could have chosen not to obey local customs and they didn't at other times. There was no clear rule on succession. After the Dance it was politically useful to not stir up more conflicts between Green/Black remnants and there was no practical reason because Aegon III became king anyway.

I guess. But what would prevent his enemies from stealing it and learning how to fly. Also how does he maintain a dynasty if he can't make more for his offspring. Also there is a high chance of bird strikes if he flies low all the time to bomb castles.

The king's word is law. Robert named Joffrey Baratheon the heir, and Joffrey Baratheon should've been the rightful king.
Except there's one little problem, there is no Joffrey Baratheon. The one who calls himself Joffrey Baratheon is actually Joffrey Lannister, therefore the King named a non-existent person his heir.
