He doesn't see Dany as the best option but a kid posing as Rhaegar's kid as the best option for the throne, because the kid has been raised to be a good king from birth. This was completely cut from the show making him supporting Daenerys either evil or stupid, and inconsistent with his characterization of clever and goodhearted schemer. In the books he's a chaotic good type of character.
