Because the dragons will be super powerful when the writers need, and useless faggots when the writers need it. The same is true for Daemon suddenly turning into a superhero. Ignore how the war makes no sense and start from "their only plan to win is to have someone act as bait, almost certainly die doing it, and that draws out the crabs so everyone else can kill them". If you accept this premise you get why they're not doing this desperation move yet, but Daemon goes for it once his alternative becomes "get bailed out by brother". The plan then works as stated and he barely manages to survive.

It's like two paragraphs of "they kill the crab guys and finally Daemon kills the main crab guy". It does take a few years though.
