I'm looking for a good gateway into modern European film myself. I like everything I've seen out of Denmark so far, particularly Anders Thomas Jensen's crime/comedy films. I thought Holy Motors was fun to puzzle over but pretty unentertaining to actually watch, so I don't know if France is for me if that's the best they have to offer these days.
Can't go wrong with any of the classics though. Anything out of Germany during the silent era is kino, and Italy and France are great after that. Cabinet of Dr. Caligari, Bicycle Thieves, and La Belle et la Bete would be my personal recs.

Not European but I recommend Yi Yi to anyone interested in "cinema." Simple family drama but the cinematography is S-tier kino.

There is a bunch I could recommend if you'd like to expand your tastes.

In the Realm of the Senses - very sensual film, and I like how it culminates in a violent passion.
La Luna - Very Oedipal, and the film borders on a kind of neuroticism
The Piano Teacher - In the same vein as above.
Le Quattro Volte - Interesting and understated film about metempsychosis in an Italian village.
