They could have black humans just by saying they're from across the pond since different races of man is established default in fantasy without specifically stating otherwise.
All they'd have to do when you see a black elf is say he's from a race of elf that isn't one of the 3 already established. Could have literally just said he was a "black elf" the way it's written is making a distinction from the term "elf" which encompasses Elrond's lot.
Fantasy writing really isn't hard.
Want blue goblins, call them blublins, or hell just say they're Kobold even if that's not exactly accurate and most people wouldn't know or care so long as they're understanding that the blue ones are different from the green ones that claim the generic term.
Want dragons without arms, Wyvern.
Want negro elves, just call them wood elves if that term doesn't already exist in universe with a racial association that is the same as the default elf.
After that, in the same universe, you want some Mexican elves just call them coast elves. Want some arabs, sand elves. Want some nipponese, mountain elf. Want even darker negro elves than the wood elves after that's already a thing, call the new ones jungle elves. You could go forever. The only wrong answer is calling them all just "elf" when fantasy races are homogeneous in the vast majority of stuff.

It's a setting where different races of humanoids exist and have different traits and attributes. There's no reason for africanoids to just be "human" and not some stylized fantasy race with its own traits.
