The first act of the movie in hong kong was shot with old HK movie industry film stock and looks great, the US scenes were all shot digitally and look like hot fucking garbage.

You mean because they used...FILM.
Digital still didn't look cinema grade until the late 00s, so even if film editing was a pain in the ass it was still industry standard until the late 00s.
I think at that time only shit like News stations and the like fully switched over to digital only because any way to save time editing was worth it even if the video quality suffered.
