They just spooked a bunch of sailors so Aragon and the rangers could commandeer ships, they weren't an invincible ghost army who actually went to war with them.
They couldn't actually harm living people. They were just 2spooky for the Corsairs. In the books Aragorn had his own small army of rangers from the north and Elrond's sons were with him too.

he gathers all the bannermen of gondor and bring them to reinforce. ghosts scare corsairs and let themg et the ships/stop them from reinforcing and pincering gondor. humans fight orcs and the strength of men usher in the age of man.
a similar failing is in the two towers. men fight a desparate last battle at helms deep. there are no reinforcements. no elves coming in to upstage man. their age is finished. its about the passing of the torch to man and if they have the courage and strength left to persevere in the face of relentless evil. they last the night and see the light of dawn through the strength of men, not some fucking pussy elves flipping bows and shit. it completely neuters the struggle and desparate situation and undermines men.
