No. Royce predates the Arryns. Royces are a House with First Men origins that were once High Kings of what would become the Vale of Arryn. Arryns were founded by an Andal warlord who united the Andals in his region and then beat the Royces and other First Men Houses into vassalage. Since then the Royces have been loyal vassal to House Arryn.

i don't think he's going to mad. he went to war in the stepping stones for glory and to make the point that he should be ruler, not rhaenyra. but obviously that didn't work out. so now he's faced with three choices: surrender, accept viserys' help, or go for the hail mary. the first two would result in a huge blow to his reputation and basically guarantee that he wouldn't have any support if he tried to make a claim for the iron throne. so for someone with his ambitions the last option is the only real choice. high risk, high reward.

People make a deal about the divide in the Vale between First Men and Andal houses but, really the majority of the people (both smallfolk and nobility) see themselves as being Valemen. The Valemen being genetically a mix between First Men and Andals, and culturally strongly Andal. The only 'pure' First Men in the Valemen are the savage and backwards mountain clans - I imagine the Royces would take offense if you compared them to the a clansman. The Royces First Men stuff is ultimately them larping.
