Are there really dumbasses that believe this? You might have an argument about euros bringing civilization to Subsaharian africa or the northern part of north america, but in Mexico and Peru there were already fully functioning civilizations on which the euros further built upon. Same with Asia were they met more than their match and could never truly colonize any of those countries.

You need to apply a little historical perspective. You'll find American cartoons from same era depicting Japan as a shining beacon of civilisation repelling the barbaric Russian. The abolition of slavery was also a very big moral crusade at the time and by extension the pseudo-slavery caste systems of Asia and so forth. They obviously weren't defining their concept of civilisation as simply "they can make big buildings and have bureaucrats."
