For me it’s Rings. HotD has failed to create a gripping narrative so far, which is astounding considering GoT managed it while juggling 5 times the amount of scope. The main girl is great, but the story is so thin so far it’s like a subplot.
Don’t get me wrong, RoP has packed narrative too, more so I would say. But it does seem to have been taking time to set the scene. Granted it’s a bit ham fisted, but at least RoP looks good too. HotD looks awful to me, the sets are disgusting. Very dark, pristine in an airbrushed sort of way and again very very inferior to the style of GoT 1-4.
House of dragon feels like more of the same, it doesn't do anything to get out from under GoT's shadow.
Rings of Power feels more like an epic fantasy, it stood out to me more.

Both are modern day muck that make you wanna read a book or go outside for a walk instead. Nowhere near the quality that made the franchises popular in the first place.

What drama? The queen died (we immediately skip 6 months so miss any semblance of emotion from that). Daemon has a strop (but it’s ok because again we skipped this happening and moved right to him making up with his niece.
The only interesting bit of drama so far for me is the king choosing between the two daughters and it’s impact on the politics and the girls’ friendship. It’s taken 2 hours to get that, and it’s hampered by the King’s dull lifeless personality.

HoD has better writing, but Rings of Power has a more compelling set up in general
The problem with HoD is that it's a prequel like Better Call Saul, who lives and who dies is meaningless
Rings of Power is not truly a prequel to LotR because if it does well, they will re-adapt the books under a different direction
