Most heroes and characters in ancient myth are described as fair skinned and of bright hair, much like the phenotypes of the people at the time (yes, the greeks were white before the whole mess of wars and shit, and the roman phenotype is preserved in norther Italy) a few examples. Because you can only cast people that exist. There are no bronze age levantines lying around waiting to be in your movie.
It's completely different from tokenism/blackwashing/whatever. If the Chinese were to do Hamlet it would be perfectly reasonable for them to only cast chinks. Same deal with Troy, whether it's an American or a Nigerian or whatever production it's fine to just cast local actors.
