No. This scene is meant to show the absurdity of patronage in an age where it's long dead. The way the Sicilian mafia used to work is a patron-client system, where the patrons (mafia leadership) dispensed favors and funds to their clients (anyone pledging loyalty to them). So it was usual for the don of a crime family to stroll around town, with people lining up to kiss his hand and profess their service to him, and he'd give them money.
But AJ isn't a real mobster, and those days are basically gone anyway. So we see the laughable fascimile of the patron-client relationship in a fucking nightclub with a midget ass-kissing AJ for a few bucks.
