That one's not too hard to figure out since they literally had Scarecrow gathering up and executing the rich. It's not unrealistic for Bruce Wayne to have been one of them so nobody's going to connect him to Batman because a whole bunch of other rich people were killed around the same time. As far as the public knows, Wayne was killed when Gotham was locked down and Batman died in the process of saving Gotham.
