Jimmy. Chuck did nothing wrong.

Chuck in season 1 for cooking up seething resentment for years and blowing it up inappropriately.
Then Jimmy in season 2 for playing the victim way too far because Chuck checked into his own firm to make sure Jimmy wasn't harming it
Then Howard in season 3

Chuck let his genuine concerns regarding Jimmy fester into something entirely unhealthy. Then Jimmy decided shit later on to fuel that paranoia. They both did some shit but seeing as Jimmy did more tangible things like alter those papers he was worse.

Jimmy's actions led to people hurt and killed, it's undeniably obvious who was worse. Chuck was vindicated in the end.

Jimmy is only in the wrong is retrospect.
Chuck was the arbiter of Jimmy's actions and later his destruction. Jimmy is to blame for his later action but Chuck created the monster he was afraid of.
Truly Howard is the only blameless character on this show.

Jimmy was literally always just a douche. He literally took a shit on two children and Chuck is the only reason Jimmy's story didn't end right there.

He is notorious for scamming people and hurting people indirectly and suddenly its Chucks fault when he begins to apply this to the law. Chuck knew it would happen, he went down that path way before Chuck truly called him out for it.

But by all accounts Jimmy should've been a sex offender and in prison. Would've saved so much hassle for every body if Chuck didn't help him out of that.

Why did Kim hate Howard so much? Never understood that.

I think it's pretty clear that both Jimmy and Kim are scum.

The entire show is Chuck being proven right and people still somehow don’t get it. Even if Jimmy manages to get his act together for a little while, the next con is always just around the corner

This is a child's interpretation. It could be that Jimmy is inherently crooked and it could be that Jimmy relapsed to his old ways because he could not escape his past.

It's kind of like a metaphor for prison recidivism. Are the people going back to prison because they inherently break laws, or because there is no place for them in society? Being an adult means being okay with not knowing the answers to these questions.

When people like you watch these shows it always blows my mind that these questions don't even go through your head. Do you just watch them trying to guess what will happen next?

He's doing for Chuck what Chuck would do for him, Chuck loves his brother and we see that in the flashbacks, he just thinks Jimmy is not good enough for Law. Jimmy proves him right at every turn.
