And when that happens they decide to create the show that they want and force it into the universe they've been given.

I think the problem now is actually the subscription model. $20 comes out of each person's credit card every month and no one ever bothers to cancel because its not worth the effort. So they think they're doing well just because people are lazy. These shows are awful and if they had a box office they would be bombs and people would get fired. But win or fail the money keeps rolling in. Sure there's prime, Disney, but people rarely change.

I have prime video only incidentally. My wife mainly has the sub so she can buy everything from Amazon with a 5% discount, free 2 day shipping and unlimited free returns. Horizon was already heavily story based, at least that could be a fairly reasonable adaptation.
Resident Evil is a two decade old franchise with dozens of entries and spinoffs, and instead of adapting any part of that, they made their own "OC donut steel" characters and plot, and changed everything else for some reason.
If they just adapt Horizon Zero Dawn like the headline says, that could be fine honestly.
