Yes, it happens when you are denied bail. Yes, most offenders literally pay and get to be free until they’re actually convicted. They even let some murderers do it. They “monitor” you but you’re mostly free to your own devices. They only deny bail when they think you’re a danger to yourself or others, but that’s a very easy thing to argue against. Chris is just so retarded in person that the judge rightly assumed he’d keep being one. Consider the fact that the same judge has likely given people bail for rape or other charges before.

Its almost tragic how ill equipped Bob and Barb were to deal with a child like Chris. He would need better parents to teach him to limit his interest in Sonic and other weeb stuff so it doesn't control his life, establish boundaries, and teach him how the real world functions outside of the fantasy realm.
