Dwarf Fortress, the story would be the following:
>vampire dwarf moves in with a couple of other refugeedwarfs
>quickly becomes major because of his charisma
>gets caught several times sucking blood by like 3 dozen dwarfs
>they all vote for him anyway and he never gets punished for killing several of his victims
>enough is enough, a higher power sends him into a hole right in front of the fort where the vampire goes mad and starts to yelling incoherently, being completely naked
>the dwarfs still vote for him to be the major
