The way I figured it was that he was genuinely great at his job, but by the time the show starts he's already heading towards the end of his peak. The Kodak wheel presentation is probably his last great pitch. By the time of Season 3 and 4 his skills are already in decline, and by Season 5 he's struggling along with shitty ideas like his "snowball's chance in hell" bit that only get accepted because he's in charge
Also is correct in pointing out that a lot of it is a deliberate move on Don's part to appear like the mysterious and temperamental creative genius. He's promoting some unachievable yet attractive fantasy to get people to buy what he's selling. If only there was a word for that
