Having watched star wars for the first time, my only real complaint is that this guy didn't get more screen time. He's genuinely very creepy to me and feels more like an ancient evil than he does a person. Was he really just some evil guy larping as a senator originally? Or was his normal looking human form a disguise?

He's just a really evil guy. In the prequels he ahas a much larger role.

Palpatine was absolutely terrifying to me as a kid. Easily far more menacing than Vader ever was.

He was just an evil guy. They do mention the Senate and the Republic during some moments of exposition but I don't know if Lucas intended the Emperor to be a former senator / chancellor

There was some debate around the time of Revenge of the Sith that he was not a normal Naboo human, and that George introduced the changeling Clawdite character Zam Wessel in the previous movie so it wouldn't seem too out of left field when Palpatine finally drops his fake human form. The novelization implies this as well. Although the movie just make it seem like he's been disfigured by his own lightning. There's an alien Senator in the reference books for RotS that looks like the Emperor makeup.

That's a debate that hasn't really been settled. Some sources claim the lightning in episode 3 made him look that way. Others claim this is just his true nature being revealed, because the dark side can corrupt your physical form as well.

Vader became weaker after Mustafar, so Palpatine could keep him in check. He would've probably been stronger than him without sustaining the injuries, but his ultimate role was that of an enforcer.

what happened after this?

He went through a series of trials and came back stronger. But the official canon has always been that Vader has 80% of the Emperor's power output, and his suit was purposefully designed to be weak to lightning. So Palpatine made sure Vader couldn't take him out in direct combat.

Ackshually Sheev foresaw the galaxy being invaded by the Yuzzhan Vong in a force premonition, and he knew the only way to save it was to create the empire.

He's pretty much the most powerful entity in Star Wars after Vader's potential was cut short. The only other being on that level was Yoda.

I hate Star Wars comic books so much. They are so fucking dumb.

Sometimes they can get pretty stupid, but in this specific instance, I don't see anything that couldn't have happened between the movies.
Vader ends up doing more OP shit in the same comic.

He wasn't originally intended to be human, but that changed to him being a scarred human over time.
His master Plagueis was an alien though.
