Nah it's a mix. The director has a vision, the casting director do the best to keep this vision, but at the end of the day is casting couch and the producers who choose the actors.
Apparently she was in training for it but WB pulled the plug in favour of Gal.

Zack Snyder chose Gal Gadot as Faora, but Gadot at the time was pregnant and so she couldn't do the role. WB then made him choose Antje, which Snyder was saving for Wonder Woman, as a last minute casting. They said that the studio would never hire Antje Traue for Wonder Woman and he was wasting his time keeping her name "saved" for such a role.
WB was always going to hire some "exotic" looking actress for Wonder Woman, which actually means some swarthy broad. This is the list they gave Snyder and Ben Affleck for the role when they were doing BvS together, since Affleck was a producer on BvS.
Affleck, who had final say on who would play Wonder Woman opposite him, said no to several actresses on the list handed to him by WB because he had already worked with them in previous movies (ie: he had already fucked them on those movies and wanted some fresh meat). Olga Kurylenko complained about this in an interview.
Gal Gadot was on that list because of what happened in MoS, where she was incapable of playing Faora due to her pregnancy. Since she fit the look WB was going for with the Wonder Woman role they added her to their list. Affleck, apparently, really liked Gadot and so Affleck signed on her getting the role.
There's some rumor that Affleck and Gadot were fucking behind the scenes and Jennifer Garner even spoke shit about Gadot once in the press.
