Tony is kinda unclear though. A lot of stuff he did ambiguous, ie when he told Chrissy to kill that cop. For what we know he might be just a guy.

They're both sociopaths, but Tony is much more cynical than Walt. Tony actually snitched on a guy to cops. Also Walt has at least some sort of an uphill battle, whereas Tony is a ruler.

Walter only started killing people when he started his meth business. Tony has been doing this shit since he joined the mob. The show only showed Tony's major kills in the show. His body count is probably higher than Walter's. Also Tony murders just cause, while Walter kills because it will hurt his business.
