Because IIRC Homelander is the only one who can fly, unfortunately he cannot fly outside of the Earth's atmosphere which is why he can only take out planes as they are landing or not in cruising altitudes.

He can't teleport people unless he takes temp V, which he had stopped taking. The real culprit is Starlight refusing to assist in the initial encounter with Homelander. Because of her refusal, the same number of people died (possibly more), but Homelander escaped.
