You actually have to allow inmates to form social groups and dynamics to take their focus away exclusively from the guards.
It's why makeup is allowed in female prisons, however pointless it might look.

Prisons with sizeable white populations/gangs are unironically safer and have fewer forced lockdowns/riots, and fewer prison gaurd fatalities.
