Are you fucking dense? It's the opposite of that. The entire point was to test her professional ethics. If she had told Tony about this guy, it would be effectively sentencing her rapist to death. At that point Tony is no longer a patient she is trying to analyze and help. She is using him and his power. So her silence is supposed to be a testament to her willpower and genuine desire to 'heal' Tony. If she sicced Tony on him, they are now the same to some degree. She questioned Tony for him wanting to personally deal with that soccer coach that was banging the teenage girl, but then she would turn around and immediately order this man's death? That didn't sit right with her.

Its purpose is to blue ball the audience that thinks there will be revenge kino

Any time she questioned the morality of what he does, Tony would throw that right back in her face. That's why she couldn't bring herself to have Tony deal with it. It would effectively end the patient/doctor relationship. It cannot go on if she asked him to do it.
