Historical reasons. As the numerous burgers already pointed out, the south is where the confederation used to be. Nevada does not share cultural ties with the south but mostly with Utah, Idaho and other rocky mountain states.

No it's in the Southwest. It's geographically I'm the southern half of the United States but it is culturally distinct from the southeast because outside of Southern California the area was very undeveloped until the mid-20th century.

It's not culturally Southern, like southern-accent-cousin-fucker-humid-and-wet Southern. Arizona is culturally Southwest, which is typically seen as the Four Corners region (Arizona, Colorado, New Mexico and Utah) as well as Nevada and sometimes California. Characterized by deserts, mountains, arid climates, sparse population, outdoorsy/adventure culture, heavy hispanic influence, and native american reservations. Also a lot of young people from other parts of the country who come to the mountains to "find themselves".

No southern culture, it has Phoenix which is like a soulless suburban sprawl made up of retirees, codemonkeys, and Hispanic immigrants. The rest of the state is literally just reservation land, ranch/farm fields, border towns which are almost entirely Hispanic, and some crazy people in the western desert.
The South is not just a matter of geography, but culture and demographics. Miami may be more south than any other large city, but it's not the South. It's south of the South.
