In 2000, everyone was expecting Russia to be as rich per capita as Spain by 2010. Instead, the bulk of the population is living off of poverty wages and there's no real hope of a better future. It isn't about morality, it's about having a love for your own people.

there was no "NATO expansion", just countries that chose to join NATO because they feared that the Soviet empire would come back sooner or later

The question isn't morality or international law, it's just that Putin is terrible at running a country and Russia's potential as a country is crippled because of it. If Russia had the same kind of economic growth as Japan or China, it could easily reclaim its former glory, but instead king monke just steals.
