Korea is not first world and it's not just about the commie blocks, even their houses lookrather cheapish and messy. Japan isn't fully firstie either, it's level of maintenance is a far cry from let's say The Netherlands

Singapore government used to lock communists up and most of the residential areas here look like those. It's less about being communist and more about land scarcity. Hong Kong suffers the same fate as well.
China has a lot of such areas in the cities but still have a large proportion of rural areas with spacious, albeit rustic or slightly dilapidated houses.

korea has little inhabitable land so we had to resort to apartment complexes so that we could handle our fast growth
