If you look at primary sources the Main Imperialist thrust of the Romans was eastwards, in their struggle to dominate Eastern provinces and contend with Parthia/Sassanid Persia over the Silk Road.

conquering england was already difficult due to not only being so far from rome but also overseas, they were lucky in that england only had hills for the most part so warfare was easier
scotland and ireland however has rough terrain, and ireland is also overseas from england
