Did the show intentionally mean to show Jinx wanting to fuck Silco?
I can't be the only one who thought they were going to kiss when they were in the water together. The show intended us to think that right?

at first yes
it wants you to see silco as le bad guy until the final act, what better way to ensure this than to misdirect the viewer into thinking he's a groomer?

it's a 3/10 show that tricked a bunch of pseuds into thinking the writing is good because of how "mature" the subject matter is as opposed to "childish" cartoons and anime. there are barely any plot points that aren't based on some ridiculous contrivance or a character making an idiotic out of character decision, with many critical events taking place off-screen so that each individual viewer can justify any inconsistencies to themselves. the animation can't understand that less is more, overwhelming the viewer with constant twitchy facial expressions and bizarrely fluid fight animations, creating an uncanny valley effect as the viewer struggles to understand if these are supposed to be real people or indestructible superheroes. the music is simply disgusting, one of the few shows I can think of where the title sequence is so unbearably bad that it's not ever worth watching. the characters present themselves with the illusion of depth, but when you dig past the surface-level patterns and obvious thematic allusions, you find the the characters are incredibly stupid and shallow, their motivations are barely explored, there is no time dedicated to properly developing relationships and rivalries, and their attitudes towards crucial topics like inequality and violence are brazenly inconsistent. the setting itself is a horrendous mockery of good world-building, with no thought whatsoever put into the technology of this world or how new developments in technology would affect the world, furthermore the show makes a token attempt to play at politics and incorporate "mature" themes like economic inequality and prejudice, but without a believable and consistent world, those themes are contradictory and read like a child's understanding of how the government works. in total, this show is an embarrassment and anyone who was tricked into thinking it had any semblance of quality needs their head examined. the porn is pretty good though.
