I think they were trying to declare Caesar an enemy of the Republic, counting on Antony to veto the motion to essentially serve as a warning to Caesar without provoking outright war. Unfortunately, the animosity between the pro- and anti-Caesar factions of the Senate caused a brawl before Antony, a novice Tribune and not especially gifted political operator, could exercise his veto. This resulted in the proposed legislation becoming a dangerous threat rather than the intended warning.

The King of England has the power to veto any legislation, it last happened in 1707.
Fascist Italy's king Victor Emmanuel III had full vetoing powers. As far as I know he only used his veto once during Fascism and that was to veto the change of the Italian Flag.
The German President has full vetoing powers but only used it 9 times in 70+ years and almost always to just send the law back for a rewrite.
