I don't know much about China, but I suspect it's not easy to predict what's actually going on there. They seem to do a good job of keeping their country a mystery to outsiders. Kinda like how in the Cold War, Soviets and Americans had very inaccurate views of each other because the weren't on the ground, and started to believe their own propaganda
