Here's my top ten. I'm including neo noirs, don't care if you don't think Taxi Driver isn't a noir, it has all the fixings of one right down to the moody narration.

Also, I haven't watched The Third Man in like 15+ years. It'll probably make the list once I rewatch. Also, Vertigo is a noir, but it's a Hitchcock suspense thriller first, so keep that in mind.
