The Mississippi River is like 40 miles from Jackson, MS. They wouldn't use it since there are plenty of other sources of freshwater.

It's kind of sad because you can tell that Jackson was once a very prosperous and nice city. If you ever drive through it you'll see a long since closed Ferrari dealership and other signs of industry and business that have moved on. The suburbs to the north of Jackson, near the reservoir, are really nice still on the other hand.
