That's a surface level solution. Forcing them to stay here won't magically make them as productive. Many people think Indians want to work in the West because of the money, but these days most Indians who migrate do so because they just like the higher quality of life. I know 3 people who left their "comfortable" upper middle class lives here to live independently in the West, and yet they say it's better there because there's way less pollution, corruption, it's cleaner and the bureaucracy sucks less.

A larger percentage of Chinese students are returning home after studying abroad. So there are less talented Chinese workers willing to leave home and work in the US, even with higher pay.

The US is trying to capture as many Indian talents as possible before their country becomes a superpower.
