The two men who are shouting at the man are from Albania, they're guides to the Spanish tourists, one of them is Eugenio Galdón, a wealthy business man in Spain. The incident is recorded in Puerto Palermo, southern Albania. The owner restaurant is Mihal Kokedhima, who is apparently connected to the Albanian mafia and has some relatives in the Albanian goverment. His restaurant has receive a lot of bad reviews in sites like tripadvisor and similar, accusing him of demanding the customers dishes they didn't order and complaining about his aggresive behaviour.
Reports have claimed the tourists were displeased with the service they received at Panorma and left after Kokedhima became aggressive. But the restaurant owner claims they skipped out on the bill. (Fox news)
