it was intended as an anti-tank helicopter, and for example its anti-tank missile is very bad
internal electronics have various problems too, it has no autocannon, etc.
the French and Spanish variants of the Tiger are decent and are actually getting upgraded
because our variant is too different, including it in the upgrade would be extremely expensive
that's why Germany is looking for a replacement, and as far as I can tell the most likely options are either the Apache or this new Italian AW249

The Tiger is a recon and escort helicopter, not an attack helicopter like the Apache. It was being upgraded in an effort to make it like the Apache and after years of delays and huge budget overcosts it never really worked.
