There is a zero percent chance for China to get the Amur region and Japan to get Sakhalin. The han Chinese are already trying to escape Heilongjiang, Jilin, and Liaoning + the US would probably rather have Russia keep it than give it to China. Sakhalin and Kuril Islands will be at best part of an independent Siberian nation but more likely a US colony / puppet state, there is a possibility Hokkaido could eventually break away from Japan too as very few Japanese actually live/want to live there and they only colonized the region about a century ago, to the Japanese the Hokkaido region may as well be Antarctica, its considered very remote and not really habitable by Japanese standards.
