It is pretty clear, the peninsula used to be Japanese, who spread to the islands. Then the Koreans invaded the peninsula and replaced the Japanese there. That way the Japanese don't have to be Korean, and the Koreans can take pleasure in the fact that they once defeated the Japanese.
