How come the UK is so weak when it comes to consumer rights regarding cancellation of services?

In the US, which often isn't all that great when it comes to consumer rights, companies would get absolutely CRUSHED with fines by the Federal Trade Commission after pulling shit like requiring a lengthy phone call with admin fees to cancel, which is absolutely standard practice for e.g. car insurance companies and telecoms in the UK. The US legal standard is basically that it cannot be more difficult to cancel than it was to sign up, and you get smashed by FTC complaints the moment this isn't so. The UK legal standard is that companies can fuck you however they please. Why?

That would still mean we're at least a decade behind on consumer rights. Unless there is a good reason to let companies fuck their clients on cancellation.
