The strategic advantage is disabling the train network to disrupt enemy supply lines.

In theory, but Ukraine's war logistics are not based on trains as Russia's is. And due to the break-of-gauge with Europe and the active effort to re-gauge Ukrainian trains to European standards, Russia attacking Ukraine's rail network is effectively an attack on their own logistics. Ukraine can always choose to not rebuild it or rebuild it in an incompatible way, so Russian war trains cannot proceed into the area.

Exploding evacuation routes demonstrates that Russia sees all Ukrainians as their enemy and provides no option for surrender. People then fight and this is why the fighting happens. The more civilians Russia kills - in the manner you suggest - the more disgusted the west will be and the bigger weapons will be sent. First it was manpads, then tanks, then medium artillery, then missile launchers. If civilians are targeted (again, in the way you are now suggesting) then bigger bombs, aircraft, and direct US involvement will occur. The west will not tolerate mass slaughter.

And more to the point, people can and do evacuate by car and bus which is what's been happening due to the attacks on train stations.

It is very interesting that when Russia attacks a "war train", they attack the passenger cars and not the flatcars full of equipment. Shows perfectly that Russia's goal is conquest and murder, not anything good.
