In Hamburg, Germany, there is a public park where junkies can go to get free needles and other supplies, and can take drugs under the watch of some medically trained people (so in case of an OD someone can intervene)
It's not fenced off or something, no special warning signs around the park, and of course it's full of litter due to the junkies
