Maybe, but the core of Russia was influenced by Scandinavians and Finno-Ugrics, then Sankt-Petersburg was the capital and so on, Russia looked to the North-West for a long time. It's not an entirely serious map but if I would have to put Russia in a large group it would be with Finnics and Baltics and maybe Scandinavians.
