For me Bologna is the ultimate masterpiece of a city.
The architecture is actually quite ornate, more than what you see just in Google (it was a rich textile-trading city so people built a ton of fancy shit). And the portici keep you cool in Summer.
It's flat and walkable but it's also nestled in the hills. Plus it's a major rail hub so you can get anywhere in Italy pretty damn fast.
