No, it's actually an abandoned strip mine. This "art project" is just a cover to have it licensed as an OHV park for ATVs. Nevada has a lot of such places, so does California and Utah, but most of it is abandoned and used to dump trash and shoot guns. By making it into an official park, it can be assigned a cop and activities limited to just cars.
