In Germany Hungarian goulash contains lots of bell pepper and is commonly served with short noodles, but we also have venison (deer) goulash that's served with mushroom sauce and Nokedli.
Actually on second thought Hungarian goulash with some sorta potato side (diced and stir fried for example) is also very common.

So essentially the Gulyás soup is just a stew + add water + some veggies like potato and carrots. When we thought the Germans(Whites) and the Czech(Whites) they started calling our pörkölt the wrong name. So when a gaijin says goulash he means the stew.
