the Dominion ceded Cardassians territory to the Breen. a small insurrection threatened the founders and they went full genocide on the Cardassian public which made the military turn.
the Founders were always shit and never had Cardassia in mind, just a means to an end. Dukat sold them out for his own ego.
Garak helped to liberate his people because he knew the Federation had zero desire to occupy Cardassia.

He didn't do it for the Federation, he did it to stop the Cardassians from being Dominion vassals and probably also as revenge against the intelligence services that had cast him out. The Cardassians have much more of a chance of restoring their former glory in the Federation victory timeline than in the Dominion victory timeline. The Federation will relatively speaking leave them alone, the Dominion would have turned them into total puppets.
